RIMOUSKI, QUE. — The governments of Canada and Quebec and the City of Rimouski have released an update on an affordable housing project that will create 91 new units.

The project consists of two separate builds led by the organization Serviloge, which purchased the motherhouse of the Congregation des Sœurs de Notre-Dame du Saint-Rosaire this spring, stated a release.

For several weeks crews have been working on the interior of the eastern part of the motherhouse, transforming the space into 44 new affordable housing units. The project, called Maison du Saint-Rosaire, represents an investment of $21.4 million.

The Government of Canada is contributing $12.6 million to the project through the third Canada-Quebec Rapid Housing Initiative (RHI) Agreement. The City of Rimouski is providing $3.3 million in financial contributions, an amount that will be fully repaid by the Quebec government through the tripartite agreements the city signed with the Societe d’habitation du Quebec (SHQ) and the Ministere des Affaires municipales et de l’Habitation. The first tenants are expected in one year.

The congregation is also contributing to the project with a donation of $2.6 million.

As for the second project, over the next few months, Serviloge will also proceed with the construction of a new building on its property behind the motherhouse, facing Rue Belzile. Forty-seven housing units for seniors will be built with an allocation of $20 million.

The federal government is contributing to the project through the RHI agreement and the Government of Quebec is contributing $8.4 million through the SHQ’s Programme d’habitation abordable Quebec. The SHQ is also securing the organization’s mortgage loan.

The City of Rimouski is also funding the project through a financial contribution or a 35-year tax credit valued at $3.3 million. Delivery of these units is expected in January 2026.
